Uhm... you don't enter the cheat codes in the nwn.ini file. By doing this, you can really screw up your game. Instead, try the following: start NWN like you normally would and load your latest saved game. There are two ways to get the console to work, but I only know one of them:

in the chatbar above your quickbar, you can type console commands. You only need to preface them with ##. If you want to give your character one level, open the character's information ( in the game ) and look how much XP they need to advance a level. For example, your character needs 1000 XP to advance to level X:

##DebugMode=1 (hit Enter)
##GiveXP 1000 (hit Enter)
move mouse cursor to your character, click on them once. You should hear the sound of levelling up
##DebugMode=0 (hit Enter)

You can also set your character's level:

##DebugMode=1
##GiveLevel x ( 1-40)
move mouse cursor to your character, etc...
##DebugMode=0

If you want to do some heavy cheating, there is one thing you should change, but that's in the file nwnplayer.ini. Change Single Player Enforce Legal Characters=1 to Single Player Enforce Legal Characters=0.
