I'm done with the Morrowind main quest and want to play Tribunal and Bloodmoon. As I play Tribunal and Bloodmoon, will I be able to go back to Vvardenfell and finish some of my Morrowind side quests? ...or do I need to finish up Morrowind before moving on to the expansions? Will I be able to go back to my "bases" in Vvardenfell where I store stuff (Balmora, for example)?

Yes, Tribunal and bloodmoon are optional quests of there own as well. Both of which include a transportation to the specific lands and back to Vvardenfell.

[spoiler]any time you sleep in tribunal at any place, you are attacked by an assassin. While it's how the quest gets started, the assassin is uber strong, usually always about twice as strong as you are.[/spoiler]
