I think that counts for wanted murderers, who aren't searched by the Jedi, too.

Wisdom will be 24 (14 base, +5 Circlet of Saresch, +5 Sf Robe (until then Robes of Quel Droma(+2)).

Well, hello there, I'm planning a new Char and im unsure how to build it.

Classes will be Soldier/Guardian (2/18).
But what to max out? Str or Dex?

With the Jedi classes dex modifier also applies to attackroll on meleeweapons, if its higher than the str modifier.

Calculating it till the end the ...

Simple: Start a new char, level him up in the Spire and dont level him until you are on Dantooine and can level up as a Jedi.
