I did try to jump to lovetalk 29, and reload my game save with lovetalk 27 when I noticed what you describe about Galvarey. Now, I'm trying to look if there's a way to force the harpers quest with shadowkeeper.

Seems like we're all very impatient or very unlucky!

I've got the same "problem", being in the exact same situation you are. As I've heard the harpers quest was triggered in real time, I've simply waited for it, doing all other quests I could do, but nothing happened.
My lovetalk rate is also 27 with jaheira, and the last ...
