I have to say Breton. Although the Altmer do have more magicka, they make horrid fighter/mages simply because unless they are 100+ feet from the enemy they are going to get killed by some monstrous amount of fire damage. About the ability to fight inside of a cloudkill, I would say yes. I've already run into a couple cloud spell to don't even affect my drow monk, and I would say that cloudkill will be even simpler to ignore, especially after level 13.
