Unless I'm mistaken, they even say somewhere in the game that your character cannot use shields. That was one of the things that dissapointed me about this game. There is one. I'm sure you can find it on your own. Not to mention you really shouldn't ever have to cheat in this game. It's not extremely difficult and you can kill people quite easily with a sniper rifle or a grenade. Be resourceful.
