I had the exact same problem. I had to completely delete KOTRII off of my XBox to get around this glitch.

Though about 2 hours after I did that Lucasarts Tech Support replied to my quesiton about the glitch with this advice:

Try removing all inventory items off of your primary character and then ...

I thought about that. I'm pretty sure that's not it though. I have at least one item that's listed as "Fully Upgradeable."

I'm having the exact same problem. I'm past Telos, in the Ebon Hawk, and I still can't use the workbench!
