Solution:
I spent the better part of 3 hours trying to do the Imalia "Plant some cameras in Tawnis appartment" quest. Imalia kept complaining I was discovered (I wasent).
I redid it 7 times. 5th time I went to Activisions homepage and read you cant use Obfuscate to stay hidden. LIE!. Dident work ...
