Id recommend the Gothic series. They have alot of the same qualities about them as does Oblivion ("living breathing world", first or third person, action type combat, lots of quests, pretty open exploration). I would have to give the nod to Gothic and Gothic II as the best "action" RPG's Ive ever played. The controls are a little wacky, until you get used to them, but then you realize they make absolute sense.
