Ok, the NO HACKED characters is understandable, but what about the NO WEAPONS? My ranger from years ago dualed Crom Faeyr and Foebane. If he doesn't get these, what would he get? Non-magical weapons and armor? Provide more detail please.

No. You can activate only one HLA per round, and since both only last a round, by the time you get to activating the next ability, the first one had run out.
