Also, if you bash your way through the Refugee sector wiping out the Serocco gang and the Exchange, that seems to help. Doing the smaller plots like reuniting the married couple and rescuing the girl from captivity also can help kick it into motion.

Good points. I hadn't even considered the kolto element. I did wonder if they Sith would follow up their earlier subterfuge with covert strikes against known Jedi locations like the Jedi Temple on Coruscant and Enclave, just to make sure that the Jedi threat was neutralized, especially considering ...

Yep. That's the best advice. Just try it from both sides, Light and Dark. Run through several times. Experience all the variety. There's no one right way to do it.
