This may be a bug or it may be how it's suppose to work I dunno.

Cpt. Okata has taken over Fargrove while you were questing for the horn, *maybe* you went into town and the gaurds told you to see him and you didn't???????

Anyways, how did you get into Fargrove the first time ...

I can't get it either, spent about an hour

Figured it out, when you push the hand button, it opens a secret passage on Opposite wall between the two cells, which has a lever to open the gates
