Sorry to nitpick, but I think the merchant is the one by the Temple of Oghma in the Docks District. It's a little north of Mae'var's Guild Hall. The guy's name is Jahaboam or something, and I'm not sure if he approaches you or if you have to talk to him first.

I think Ribald's only got two of them, and as far as I know, they're the only two in the game... use them wisely.
