Ah ok. Oakvale? That doesn't make much sense. I had figured the boat at the Prison Path was the Sand Goose. It had a dragon head on the sail, and it is the most northern part on the map with a dock, next to Hook Coast.

My Theory of Dragon Cliff:

The Sand Goose. If you go to Prison Path where you saved the archaeologist, you see a boat behind him. Notice that the boat has a Dragon head on the sail. I think (correct me if I am wrong) the archaeologist might be Elm (the guy that takes you to Dragon Cliff). But ...
