If my PC is a Fighter/Druid instead of a plain Druid, is he more likely to hit (lower THAC0) while shapeshifted?

I managed to get in and out of NCR safely a couple of times but the police turned hostile on me all of a sudden. I did nothing wrong... but what could've caused this to happen and how do I fix it? Don't ask me to go back to a previous save because I've only got one and it's after the police started ...
