If you just want to disable the rain effects you don't need to go into the console. Go to where you've installed the game and look in the \vampire\cfg folder to find the config.cfg file. Open this with notepad and search for the following entry:
particles_enable_precipitation "1"
Change this to ...

Problem with the lighting/glow effect...
I've got this strange problem with the light effect in game. All light sources normally have this glow to them but on re-entering the map this effect is lost. For example, I entered the Asylum for the first time and all the light effects were there, I did a quick save and reloaded it only to find ...
