Where is the Black Dart Gang

I have looked all over the sewers for this group and all of the adjoining zones.
I can't seem to find this Black Dart Gang.

Also I am about to do a search to see if there are any ways to increase the security skill at a reasonable level. I try and pick all the locks I can find but its only gone up ...
