The area is almost a straight shot from where you emerge after destroying the shard but BEFORE you go to fight the Dark Wizards.

Like the others said, the dialog doesn't lead anywhere.
A pity, actually, for I would have wished for that to happen. Other RPGs exist that offer more in dialog.
I actually went through that sequence twice and was able to get the entire thing to play through.

The Archmage has proven to be my arch-nemesis at the Veteran level too.
I've actually gotten him down to 24,000 HP only to have him erect a crystal shield and activate 100% of the obelisks. Kills my whole party every time!

The Zaramoth Eyes objects are offensive weapons you can use against mobs. Careful, though, they can take out your party members too.
If you whack them enough, they fire a beam.
Hint: You'll need to use them in your final battle with Valdis.

If you are referring to your last encounter when he indicated that you must "hurry" to save Princess Evangeline, he may hang out in that spot until you actually have reason to run into him again.
You won't run into him again until you're gone through Snowbrook Haven and are on your way to Act III.
