It was my bad. I had points in nether magic instead of rune magic and didn't realize it. Got Ranger Lord last night. Pretty cool stuff.

Thanks for responding SWCARTER. True the guildmasters are telling me what I need to be a Ranger Lord but i have met and exceeded those requirements but still they say i don't meet the rquirements. Any ideas?

Yes, you get critical strike with Hatamoto. It's pretty awesome too. i got my character up around 10 in critical strike and it does what it says, one hit and they are toast. it even says critical when the critical strike happens.
