I've taken a closer look at it with the Construction Set, it has been changed like you said, but it's just as easy to change it back again with CS. Not that I would need such a powerfull item.

I've found this notorious robe, but it doesn't have a constant effect in my game. Instead it's just another "cast on use" item that restores 15 hitpoints and 15 fatigue points if you select and cast the appropriate item-spell. I thought it was supposed to constantly restore 15 points. :confused ...
