Thanks for your guy's input. However, I have come to discover that the quest can be completely by-passed, and since posting this thread, ascended to the rank of Guild Master.

Spoiler Below:

Joining the Thieves Guild can be done in two ways:

* In the Imperial City's Trade District, steal something and let a guard catch you. Go to jail and get back to the Trade District. Some beggar should come up and give you a note.
* Head to the beggar's area of the Imperial City ...

As of late, I have made it my main goal to complete the Fighters Guild quest chain and have worked tirelessly towards that goal. However, when attempting to complete the quest 'Mystery at Harlun's Watch,' I have encountered a major problem.
