still no dragon!

this is the second time I have tried to complete this quest - AND STLL the dragon doesn't appear!! I have the latest version 2.2- I have tried to run the http://www.htheking.de/dragfix.zip fix (doesn't recognise the file type! ) and Yes- I am a novice gamer ... so I implore ...
