i lost my manual

Is there a certain person in the game who will detail abilities and things like that for me to tell me things like what recall does, or soultrap etc.

What does a spell like, bound dagger on a weapon do when you hit someone with it...Straight up what does bound dagger or the weapon name do?

Ok i lost my instruction manual, so i was wondering what does sanctuary do and what exactly do some abilities like eye of fear do their not well explained....like 100 points of something to humanoid ? what the hell
