I read somewhere, that in fact, if a maxed out skill drops below 100, you will still be master, and have all the masters advantages. Or so I've read. :confused:

Unless you kill him yourself, which I did once, then the quest ends there and then. So if you wish to finish the quest let him die on his own. :p
