Hmm I'm pretty sure Scatter Shot arrows does infact hit multiple targets. Go round up or just shoot at a pack of 2-3+ monsters which are fairly close together. Shoot at the one thats most in the middle of the pack and the arrows damage all targets within a certain distance around it.
