That was it; I was trying to rest instead of using the bed. Thanks! Everytime I tried to rest in the wilderness I got a msg that enemies were near. My thief (Tasselhoff Burrfoot, for any Dragonlance fans) really hates those birds that are seemingly everywhere.

Has anyone had this problem? Even when I rent a room and try to rest in a bed, it says resting there is illegal. Can't rest in Cassius's place or the Fighters' Guild, either. It's illegal for me to rest anywhere. So, I've gained enough to go up 7 levels, but I can't, because apparently it's illegal ...
