That'd be my recommendation. Even if the Harpers appear as Hostile if you're quick you should be able to pause before the Elves turn as well.

Short Bow, there are just a ton of quality Short Bows. You get one that has 3 shots a round pretty early on, the Tugian Bow from the Beastmaster. For a thief who can't specialize and therefore has a low attacks per round this is pretty huge. Combine with THACO enhancers like the Bracers of Archery ...

I can't say they were meant for anything originally. The only time I did the Jaheria romance, I had part of the subplot with the Harpers spawn in one of the areas (the area with the lake), but I believe that was just because it was an "outside" area after I had spent a long time in the Underdark ...
