That'd be my recommendation. Even if the Harpers appear as Hostile if you're quick you should be able to pause before the Elves turn as well.

Short Bow, there are just a ton of quality Short Bows. You get one that has 3 shots a round pretty early on, the Tugian Bow from the Beastmaster. For a thief who can't specialize and therefore has a low attacks per round this is pretty huge. Combine with THACO enhancers like the Bracers of Archery ...

I solo'ed once with an Assassin. Was pretty entertaining, albeit a little cheesy, until I got the HLA Use Any Item. After that wands and scrolls made it a breeze.
