What soundcard are you using?
Have you tried to reinstall it?
Have you tried to search similiar problems from GB's forums?
Also, you could try to do a search in the forums of No Mutants Allowed - Your Post Nuclear News Center!

No Music in Fallout?
Okay, I bought the GSP Fallout Collection with three games in there. I install Fallout 1 it works fine, and patched it up with the US patch. Installed Fallout Tactics, works fine, patched it up with the US patch. Installed Fallout 2 in Full, so it works and it's installed, but I didn't patched it ...
