Actually I came to an conclusion. I cannot resolve this problem myself. It is as I can see every other quest listed somehow in Shadowkeeper's 'Global variables' list and I'm sure that Jaheira's Harper quests will also be shown.

I have encountered a bug while romancing Jaheira. After bringing the polymorphed bird to Xzar and watching him die no one came with a message for Jaheira.
