too early?

I was level 18 before I killed my first fire drake.

I used a freeze arcane spell to get close to it. Then I continued to hit it with a medium axe that had ice strike, and beat it to death....it kept frozen pretty well. If it got a hit on me, I would pause, freeze it again, then melee ...

Does anyone know where to find any good bows?
I'm level 20 and have been using this Elven Spirit Bow since the trial of elders!
I'd love to find something different.
Where is the Bow of the Avenger?
Or the venom, ice or fire bows?
