youve got to walk all the way around through alot of caves, you cant open the gate.. go back across the bridge and go right

In the quests following: Aid for Bruma I cant locate councellor Ocato. If i go into the imperial palace the green arrow tells me to go to a sewer in the abatorium and if im there it tells me to go back to the palace! I rlly need to find Ocato cuz I aslo want to steel his staff
