Did you continue an older saved game after updating to 5.0? Nevertheless, while there is no command to complete the quest, open the console on the main hub, type "G.Tawni_Spotted = 0" and then enter her flat again to repeat the quest.
No this was a new game. Also I started the game with no fist ...
