I can't pick the lock on Mandels chest... am I missing something or does my thief just have to keep trying or go up a level or what?

How the hell do you get into Mandel's chest? I need the rope inside... it's locked. My thief is about 6th level & can't pick the lock even with theive's gloves. I know I opened the chest last time I played... any help?

I'm on Chapter 5... I need 4 ropes to repair a bridge. The problem is I only have 3. I've been back to all the places the ropes are meant to be & they're not there. I've started playing this game again after almost a year & can't remember what I could've done with the other rope.
