I thought it was strange that this quest wasn't mentioned in any guides (the dialog was suspicious as well), so I did some digging with the Construction Set and figured out that it was part of the Illuminated Windows mod. I probably wouldn't have used this mod if I had known about the added quest ...

You've probably finished this or moved on by now, but the key is under a rock along the north wall of the settlement.
