Just wanted to say, you are supposed to be in the library of Vivec (which I believe you are in), there are no chests in there, and I may be wrong about the 3 shelves, but it is definately to the left and on the bottom partially under a book.

DWERMER RUINS

The dwermer ruin s-west of Uvrith's grave has a copy, and there are several copies scattered about;especially in sorcerer's caves.

You don't even have to ask. Just go under the Foreign Quarters, but you need to be pretty strong, and many magic spells will help big-time. You have to kill her, and then keep looking around. There are more good fights and loot around the corner. I LOVE this game!
