Sort of, but it's simply called Edwin's Amulet and he snaps at you about it being his birthright and his alone if you touch it. It doesn't list the bonus spells in the description, but they are indeed present. The Metaspell Influence amulet adds one bonus 2nd level spell, but Edwin's Amulet adds one ...

I suggest Viconia for your first run, since she fits better with your evil-aligned spellcaster NPC. If you wanted to try out the Jaheira romance, you could do it on your second run, this time with a good or neutral character.. maybe a warrior of some sort.

Well, any evil party must include the three evil NPCs of BG2:

Korgan Bloodaxe, a chaotic evil dwarven berserker
Edwin Odeisseran, a lawful evil human conjurer
and
Viconia deVir, a neutral evil drow elven cleric.

That leaves you with two other party slots to fill. I suggest

Based on the format you listed, here's a possible basic outline for a good-aligned party.

Human Cavalier - Big, two-handed weapons. Carsomyr, etc.
Dwarven Berserker - Axes and hammers. Azuredge, Crom..
