I have had this same damn problem for like ALL my characters, and i finally got the message..
heres what i did.
Simply go out to the bridge OUTSIDE the imperial city.
its right above the words "Lake Rumare"
go to the middle of the bridge.
DONT WAIT 24 hours.
just kinda let the game run.
