Nope, didn't start a new game after the update.
Thougt about the noclip option, but I wanted to be absolutely sure that there is no other way. Thanks!

Yeah, but still...
I'm having the same problem. The feud is called off and the gate (unpickable) to the oil-tank is still locked.
