You can create a ring with damage Strength as high as possible on target and use it to completely immobilize anybody you encounter. It's also permanent until you restore the strength or kill them.

I took a tip and made loads of Intelligente fortifying potions, I had over 1500... but it still failed to do anything...

Actually I think they can (or atleast in the X-Box version), you just use the gem, and select recharge an enchanted item... I don't think it fails, but a higher enchant skill will ...

OK, I've had Galbedir in the Balmora mage's guild make a ring that gives me full bound armor (except cuirass, I cannot find that darn spell anywhere...) and also an amulet that summons a Golden Saint for 43 seconds for use on my Azura's star...
