Just got to this point myself. Chapter Seven was activated the first time I rested after escaping Candlekeep: there was another interminable, poorly-narrated dream sequence (boo!) and another Special Ability - Ghoul Touch (yay!).

Try resting.

I ended up getting Shar-Teel quite late but am now doing rather well. Actually in Baldur's Gate itself (Chapter 5) robbing houses and stores, working with the Thieves' and Merchants' Guilds, picking pockets, beating up mothers and children and still maintaining a low average reputation.
