It has to be a glitch then. This sucks. I swam back down to him, and practically sat on the face (pardon the crude joke) of the damned statue head. The 'Ruined Shrine of Boethiah' namebox is steady, and I click and click and nothing happens.
I STILL have that 'Boethiah's Quest' journal entry though ...
