ok, the cheat book mentions the reward for the morag tong sanguine items quests, 26 in all, gives you a triple pronged spell that includes fortify...

Just got my first Dwarven Boots ... My char. has Heavy armor skill 71 - 9 more than Medium. Nonetheless Orcish Boots for him have armor rating 62...
