I did finish the game and all my questes but didn't have to fight Thunder at the headman's hill, why???

Fighting Thunder is part of an optional quest where you romance Lady Grey.

Yea but I'm already mayor of bowerstone south, so is it still possible to fight thunder???

No, it is no longer possible to fight thunder. To fight thunder you needed to romance Lady Grey, thus not help the imprisoned villager or deny her hand in marriage.

Not possible after you expose Lady Grey.

Actually,
isn't it possible to romance her until the fight with thunder, and than expose her?

yes, i think ive done just that in a past play-through. spoiler:

you can meet with lady Grey, give her the black rose and buy a house, then talk to the jailbird and if i remember correctly, Thunder challenges you. so go and fight him, then investigate. this is where you decide to marry her or reveal her (or neither.) in fact, i think you can choose not to throw the document away and still decide to marry her? maybe not.
but there is also a random poor girl near the jail that you can marry immediatley.

Literally i wish they let you kill him that was a fun fight for me thunder gives you his helm but it sucks you cant wear it (it becomes trophy) jack is easy i beat him naked with the crossbow
