Why can i not select another race then human on my character creation sheet in single player mode?

Because human is the only playable race and any other one would not make sense from the story point of view.

You can only play as a human, but I'm sure there's mods out there that change you into an elf (I don't know, but I can safely bet there are), just like there were for Oblivion.
