I think It says on a loading screen that Major and minor skill increase lets you level up. I saw it and tested it one time, and found that misc skills don't help.

but they do add to they atribute modifier....

Right, and that's a very important factor to remember. Especially if the miscellaneous skill takes the form of one you use regularly, or one set so low that it's easy to raise. This applies even more when there are several such skills (as in the magic schools) applied in tandem.

I've just had a look at this Esp and it's very dirty. I'd clean it myself but I don't know what to take away. There are all the usual GMSTs that aren't supposed to be there and not just the ones you created. There are quite a few other changes as well. I think you should clean it.

Please explain, as the only ESM I used was Morrowind, I didn't add any meshes, and only one object.

Seems I was wrong, I had used Tribunal and Bloodmoon. I'd also forgotten I'd made some other changes, but the only two unwanted 'changes' were to Seanwen (who I copied but didn't change) and the cell in the Arena he's in (which I also didn't change). I was unaware that the CS recorded cells that hadn't actually been changed as being changed, curious. Not sure that touching the GMSTs would be a good idea, as they don;t seem to have anything to do with my tweak, but to do with the dirty way Tribunal and Bloodmoon were constructed.

Not all GMSTs are bad. You could always try running a saved game (after making a backup!) through Wrye Mash, and let it clean the save, then play it.

Well I deleted all the unwanted GMSTs and it seems to be running OK. Thought it best to do that as many of them were Tribunal/Bloodmoon related and Joe doesn't have those.

Here's the cleaned version.

help for the newbies

i can enchant weapons but when it comes to making spells i have no idea how to do this other then paying a spellmaker to do it for me how does one make spells without haveing a spellmaker do it for u

You can't, using a spellmaker is the only way.
