Are some quests lost after becoming a citizen?

Are some quests lost after becoming a citizen?

So, I managed to get through Gregory's test in Vault City and I became a citizen.I spoke to him before speaking to Lynette or McLure.But after becoming a citizen there is no way via talking to get Gecko quests from McLure or delivering holodisk to NCR from Lynette.Are these quests 'lost' because they are not necessary if I am already a citizen?

If that's the case, it's no problem, because I completed all these quests when I played the game for first time, but I'm just curious if that's the reason.

I found a solution myself.The Gecko Powerplant quest is lost because it is no longer needed to gain a citizenship, but you can complete the Bishop holodisk quest.All you have to do it is lockpick a safe, steal a holodisk and deliver it to Lynette.This event then triggers the Holodisk to Westin and back to Lynette quests.
