Can't add party members

I am playing through on veteran level. I am trying to add a party member that I had used and discarded on the mercenary level and get the error "you may only have one instance of a player in your party at a time". When I try adding a party member, I make sure they are not in my party and I still can't get them in. Any ideas?

You get that message even if the character is stashed in the inn. You have to release the character in the inn first (if you can).
