Asari Bio-Amps [Possible Spoilers]

I've been curious about this the last two or three games. After completing the quest to kill the Asari's sister from the lounge area in Citadel Station's Presidium district, she gives you access to Asari Bio-Amps. I have yet to see one for sale at the Normandy Quartermaster, and was curious as to where I have to go to buy them at, or if the Quartermaster is just being stingy with his purchases?

The rec. officer aboard the Normandy is, in fact, where the Armali Council goods become available.
