Wende in Qintarra

He wont give me the quest because i dont have mental faculties or something like that. Is that because my background is idiot savant. I have IN at 19. I need this quest since i cant find bedokan village without it. If i go without quest on the map where bedokan village is, it wont show up.

Anyone knows how can i find that village?

Stupid characters (low int) can't take that quest, and being an idiot savant marks you with the stupid flag (it's the downside to the background), so you can't get there.

The coordinates for the Bedokaan village are 1180W, 315S you can find it by searching around there, I know, I've done it, just be persistent. You won't be able to complete the quest of course, but you will be able to find the crystals and make the offering to the deity.
