This should be a simple problem if one knows what one is doing, but I do not ;-)
When I Right click on a weapon or some such I get no text, it just says "Long Sword +1" for example. And when I fought the Duergar of "Improved Illyich" it just said, "Minsc did 12 damage to [...]", "[...] did 7 damage to Imoen". There is not even the dots.
The same with the conversation with the Kensai on the wind plane (edited to add, Chloe), there was no name and no conversation options.
Shadowkeeper has no descriptions either.

It' looks like your Dialog.tlk file has become corrupted, almost certainly by one of the mods you've installed. Installing mods in BG2 is very hit and miss, the game simply wasn't designed for it, get the install order wrong and this sort of thing can happen. Problem is whilst there are a lot of theories on the best install order, what works for one installation won't necessarily work on another.What to do?
There are only three solutions I know of, one is to try uninstalling mods and hope that eventually you'll get it working properly; two is a complete uninstall/re-install, this time trying a different install order (check the stickies and other threads on the subject) or three, just live with it.

Also keep in mind (for future installs) that there is a certain order, in which you should instal mods, for highest success chance.
Game -> Official Patch -> G3 fixpack -> Quest / NPC stuff -> Tactical mods -> G3 tweaks.
Unless mod readme says otherwise

Some mods just never work with each other, for they change the same parts of the game and may -aside from other things- mess up the dialogue.tlk. Hmmm... that might be it, for though I originally installed them in the right order (and the Dialogue was only slightly messed up then), I have since bought the Total Series box set and reinstalled it from that, adding the official patch and the fixpack... Guess as a minimum I have to reinstall all the mods :-(
